That depend on the game really. The most damaging weapon in the game won't make it into my roster if it's slower than a snail through molasses.
Likewise, the fastest weapon in the game isn't gonna make it into my roster if it does little to no damage each hit.
There's a balance I like to tread. Sometimes I'll change my main weapon if it does more damage in sacrifice for some speed. Sometimes I'll drop to a weapon that does less damage in exchange for high speed.
It depends on the game and the weapon.
But it can kill you in the small window where you're swinging. Or in the case of magic, time time you're waiting for your mana to recharge 'cause you missed.
To me this a bit silly. Damage is the point. Your goal is to cause damage. If you can do more damage by being faster then you're still going for damage. If you do more damage going slower then guess what? You're still going for damage. The only time speed is a choice is when it comes to defense. Are you a agility, get out of the way, player or a pack on the best armour possible, which may limit your agility, player.
Because combo multipliers man
