Upon further inspection on a higher quality gif it is a leash.
Ty for explanation, though. It looked like he was just dragging some random otter towards an elevator and then letting it go

Yes person got in elevator with dog and the dog ran out and the doors closed, it’s truly amazing that he uncoupled the harness so quick
