Well, minus the sensitivity thing since vodka already mention that, this would depend on two things mainly:
-The level of padding in the bra
-the placement/pressure of his hand
The padding for most push-up bras is focused mostly on the lower, outside portion of the cup, since that forces the breasts together and up. Where he's touching her, the cup would likely have already thinned out quite a bit to being a much thinner layer of padding, so it's likely she would be feeling it.
If he touched her further towards the bottom outside, the ability to feel it would drop. If she's wearing a bra designed to add 2+ cups, he could push somewhat on that area and it's quite possible she'd not feel more than light pressure, since the foam or w/e they pad bras with would absorb some of the force.
Of course, this is also assuming she's only wearing one bra, and not multiple bras or stuffing socks anywhere, which some women do, which can further skew things.
Bringing a kid to Hooters. Now that's good parenting.

"awww this daddy goes with his child to a place which have girls with big boobies.. How nice of him!" - said no one ever. It's just a little bit weird. We had a hooters near our school and wasnt even allowed to come in or even just look into the window (at the age of 17-18).. :/
So you are saying that adults required you to be inhibited as it relates to the human body? You never had anatomy or biology? You were never taught about testosterone and estrogen? The adults in your life simply said "don't look at the Hooters girl. Don't look in the window." That's pretty sad.
the hooters shop didn't had any girls in it at school times / when we looked into it. we didn't even know what it is because to 70-80% there where no one in there. it just looked like a normal caffee to us & we wanted to see what food they have in there. there was just the hooters logo on the outside, empty tables, no one in there.. and we didn't know what exactly it is. we wanted to know and because that offcouse looked into the window. when we wanted to go inside (it was open & we wanted to eat in our break), we wasn't allowed to :/
it didn't had anything to do with the human body, biology or sexual content at all. we just wanted to buy food and didn't knowed why we wasn't allowed to ._. where i live there are not much hooters shops and most people don't even know hooters because it's rare to see a shop anywhere where i live.. in my city just this one.. no explaination what it is, no pictures.. just the logo, normal tables etc.. it looks like a normal restaurant / caffee.
So you are saying there was a Hooters and it had no waitstaff and wasn't open. That makes me sad and confused. Because Hooters make you hungry. Hooters make you happy. And Hooters doesn't waste money where they can't make money.

it was open, but there where no staff to serve customers (atleast not visible from outside). but if you tried to go inside, and you wasn like 25-30 years old, they "gtfo"'d you and said "you are not allowed to go inside!". this rly confused us because we just wanted to trink a caffee, eat a little bit etc.. but we wasn allowed to go in :s at this time we didn't know wtf is happening :D :(
p.s: at my school (well it wasn't rly a "school school", more like "you're not 18 yet so you need to go another year to a school like envioirment") we were allowed to leave the school in our big break so we could go shopping, eat a little bit etc.. and at this time we always did go to a caffee & did eat at restaurants a little bit of food (like bread with cheese on it etc).. so we wanted offcourse to try out this "hooter restaurant" :P
Ahh, I get it. Underage and no adult. Yeah. Alcohol served so no wings for you. Most American versions have an outside deck that allows for underage service. Same waitresses but you get soda and lemonade. Oh and you get wings as well.

well, in germany you're an adult at 18. and at this time i was 18 (my friends 17), so normaly they should have let atleast me in (or explain atleast further why we are not allowed in there) :D do they really just serve alcohol in there? i thought they too server other stuff in there.
I have no idea about the German version. I've been to Spain,France and the UK(England,Wales and Scotland, I want to visit Ireland but I haven't.) In an American Hooters it's just a bar and food. A pub as it were. I can't tell you about the German version as they probably bought the name. But if you come to the US it's a burger and wing place with fashionable wait staff and friendly management.

oh okay. because from the outside it looked really like a normal restaurant / cafee shop where you can drink coffee, other alcohol-free drinks, eat cakes, maybe stuff like breakfast etc.. it's not looking like they would serve alcohol in there. well, atleast in our hooters it looks like that :)
My dad, my step dad, and my mom all individually took me to Hooters before I was 9. They're all degenerate gamblers, but w/e... titties were the last thing they cared about cept maybe my mom who had a strange jealousy thing.
At that time in my life I was on neither the wings nor the tits... I still needed chicken fingers (had yet to try a jalapeno... so... ack)
