I don't know what kind of money she has to make to not realize the root of that problem is financial. Seriously, there will be a difference on your bills between a constant 22°C room temperature and a 25°C one. If that's true for a 1 person flat or house, just imaigne which cost it must represent for companies. So of course CEOs won't let you freeze to death, but they also won't turn up the heaters if you think it's a little nippy.
i don't know if TL;DR or Omegon made a video about it. i can only remember that the whole topic is quite old and one of the sexist reasons was that women "have" to wear lighter clothes like skirts etc. hence they are more affected by lower temperatures.
Yeah, except women do have to wear lighter clothes in business situations. No one will hire you if you don't dress appropriately for your gender and position.
More recently, Warner business clothes have become more available for women, but the selections are still very slim, especially for certain body types and in certain regions.
There's work pants available for women and there's more jacket options than a light cardigan. Pretty sure most people won't throw a fit if you wear a heavier jacket when it's cold.

Jokes aside, they don't "have" to, at least not in all buisness situation. My sis n°3 comes to work dressed as a fucking hobo, her chief pointed it out, she played it off as if he was making a joke and kept going on with her hobo style. (she's working in plant genetics engineering).
In her daycare, sis n°2 dresses how she goddam pleases.
In the high school where she teaches, sis n°1 doesn't wear anything to revealing, but other than that no one cares.
I used to study paleontology, now I'm in cultural heritage, and I buy my sweaters in the boys section. My guy friends borrow them sometimes.
Even though what you said is true for some lines of work, in a lot of cases if you don't care and carry on no one will stop you. They will say "oh, so you're wearing a jacket now?", you say yes and they deal with it.
This seems like the sort or thing people in California would complain about/some place with temperate weather. I live in Texas where people think the weather is nice if it's not 115 degrees outside so... yeah...
Just a few miles up in Oklahoma it's either Texas heat or far north frozen. We never get anything in between expect for like 1 week in fall and 1 week in spring when it's switching between the 2

Also men and women do store heat differently iirc- womens' bodies are more centred around keeping their cores warm, whereas men's distribute heat a bit more evenly. This is why women tend to get cold hands and feet more easily than men. Not saying she's right, just adding info someone might find interesting.
