They could be both “planned” in the sense that a person wanted twins. While you can’t know at conception scientifically if you will have twins, you really can’t know for certain you’ll have a baby before the embryo forms either, so if you want twins, and have twins, they are both as “planned” as any other baby. That is to say- “planning” to conceive is like “planning” to win the lottery but with better odds. You may know you want to, you may already have ideas on what you are going to do when it happens, but you have no guarantee of it happening at all, and the ultimate number you end up with is not a fixed sum, you just have a good ballpark number on what you’ll end up taking home. So in that sense no child (even ones using vat or insemination) is strictly planned as it is hoped, the “plan” goes as far as carrying out the methods to produce a viable embryo and then hoping that you get a viable embryo.
