It doesn't have nearly enough shelters for the number if homeless people it has. Many cities are like that actually. So even if there might be many empty beds in the summer when living out of a tent isn't so bad, on cold enough nights shelters end up sending people away because they don't have the room.
As somebody who works at a homeless shelter in the an extremely cold weather city, there is never enough beds. For numerous reasons, people may not want to or be able to stay in a shelter: they have addiction or mental health issues, they previously got in trouble with a local shelter, they may have beef with somebody staying at a shelter, they may not be able to bring their belongings, or any number of reasons. Plus, in a city like Chicago, with its massive population, being able to house every single homeless person every night is impossible. There are just too many.
I heard often they are not allowed to bring their pets which is an absolute dealbreaker for them.
Understandably so - to leave the one soul that is still there for them and loves them...

Though seriously wider spread information can change elections, and calling your representative can affect policies. It often feels as though citizens in democratic countries don't actually have control over their governments, but citizen's do actually have a voice in at least some of these countries (including the United States). So (especially if you are American, I'm less well informed of the political situations in other countries) if you aren't demanding better policies, you are a part of the problem. A small part, sure. But no single raindrop believes it is responsible for the flood.
No, people are just more concerned about illegal immigrants, stupid political nonsense and piss-poor actors that try to drum up some more fame by staging a racial attack. If you ask me plenty of issues here at home need addressed and yet this first world country is babysitting half the rest of the world and catering to refugees and others from shit show countries that can't get their act together. Unpopular opinion here... Shut the boarders and fix domestic issues like that THEN fix the rest of the world's hemorrhoids.
Is this accurate? Last I read about people dying from the extreme cold recently it was 8 random people thru out the Midwest that died from weather related things, not just freezing to death... and they were not homeless.
I just looked it up, the 15 people in Chicago is fake news. Apparently Chicago combated its record cold temperatures with making schools and churches into warming shelters, and allowing far more people into homeless shelters that those shelters actually had proper space for. The result was an overcrowded network of sites where the spread of disease was definitely a problem, but it kept people from freezing to death.

However the fact that there are more homeless than there are places in shelters for homeless people is still a problem that needs addressing. LA actually has seen deaths of homeless people due to exposure to the elements. In the midwest there is often places a homeless person can seek some shelter. Even if that shelter isn't good enough for our extreme cold. But in LA there are so few measures in place to help that they report more deaths than NYC for deaths of homeless people due to weather. And that's mind boggling.

The homeless problem in Los Angeles is staggering. I think in their last point in time survey they had 75K homeless people in the city, many of them sleeping outside in the Skid Row area.
