So my question is WTF was that car doing in the other side of the road. It is supposed to stop on the other side. In court the black car will be the one to have to pay.

It depends. If they were stalled and unable to move due to the obvious traffic, there's nothing they could do. They may have already called for assistance, but it hadn't arrived. Meanwhile, the idiot driving the white car was obviously not paying attention, meaning they were driving recklessly. That is usually an automatic at fault.

What good would either of those done given this was broad daylight, so hazards wouldn't be visible, and obviously the white car wasn't paying ANY attention. My guess is the owners of the car are the ones filming this,

Daylight shouldn't prevent you from seeing flashing red signals unless you're blind or like that guy in the white car, completely oblivious. Either way both of those drivers are at fault and hopefully no one died

Obviously the guy who hit the parked car everyone else avoided is pretty darn oblivious. I'm hoping the same thing

The car battery could have failed and the chance of getting to the shoulder in traffic with no power or lights , just coasting. The real moral of the story is the car that hit him wasn't looking far enough ahead to anticipate/react in time.

I had a brake go out and it made the car impossible to move. The entire brake had to be removed before the car could roll at all. Just saying some things can actually completely immobilized a car
