Without having read the article or done any research - I wouldn’t hesitate to believe that girls can be married at that age providing they themselves are consenting and it’s the parents wishes. But I really can’t speak for Turkish laws.

In Canada age of consent was 14, as long as the older person was within 4 years; therefore 18, until about 10 years ago when it was changed. I’m not sure but I think legislation still allows for minors to marry at 16 given its their desire and express parental consent..
