I don’t know about other countries, but I know that in Norway most EU policies are implemented soon enough. It can be stopped by a vote, but if the EU does it, EEA countries will likely follow. Hopefully the EU will test it and the other countries will see how bad it is and stop it.

However, there is the letter of the law and the spirit of the agreement... but then there is the interperatation and enforcement of that interperatation. Do you really trust the government to follow through justly? Any of them?
Do you think they won't still come down with an unjust hammer of supposed justice that verges on oppression that will force the innocent to nearly sell their soul to defend theirselves?
What really happens when old people legislate on matters they don't understand?
Also keep in mind it wont be law enforcement enforcing this shit its corperations like google doing so. Nuance more often than not gets thrown out with them. Also, even if if memes are technically allowed, what article 13 actually does is so much worse than just banning memes.

one issue is that its a new tool that individuals and groups can use to take down stuff they dont like. websites and such won't want to risk going to court over stuff. People will abuse it in exactly the same way that youtube copyclaims and copystrikes work. they claim its their material being used and the website takes the side of the claimer to prevent a court battle.
another issue is that it doesnt just affect the EU. It affects anyone that uses any site that is available to the EU. Youtube will change their rules universally to fit with the laws just as every other website that allows EU based users to access their website will change their rules for everyone so that the site is compliant and not in danger of claims and threats of claims.
