Yes because this looks like a major office server probably connecting to a lot of backup servers or may even be the backup server itself. I'd really like to know more about this picture.

Nah, these are switches and Ethernet cables. Anything mission-critical would be fiber. This is a pain in the b*tt to fix without documentation, but there's no chance of data loss. I could have everything recrimped in two hours. There's probably an 80% chance these cables are labelled, which would add another twenty minutes. If they're not, you'd have to do some clever toning or tracing but it's certainly not more than a minor inconvenience.

Definitely, there are laws. But I doubt they include hard prison time for being petty.
