The official uno video game has stacking +4 cards as an option so i'd say they are wrong on this one

company reps on twitter are marketing people not rules people and dont have any authority to make rules clarifications, id assume they were wrong on anything they say not just this

best was when you only had two players (my brother) and you get 3 draw 4, and a bunch of skip an +2 cards
