It is a bit odd that everyone else causally looks on. I wonder if this isn't the first time they've seen someone attempted and maybe even succeeded in suicide.
I dont remember exactly why, but in China people pretty much stick to themselves and ignore people around them. I saw a video on the dark web once on a toddler in China was abandoned by her mom in a gas station. The toddler kept getting shoved aside by people and got ran over twice by 2 different vehicles.
The Chinese people around her acted like she wasnt even there. From what I could read the child died and no one cared.

Usually with the bystander effect after the person is helped/treated the others join in or at the very least seem interested on the event. Everyone here (apart from the obvious few) showed no interest in the matter.
Most Chinese people are self-centered usually goes by a "It's your problem so don't drag me into it" scenario. The reason for this is that when a good person tries to help someone in China, that someone takes advantage of their kindness and threatens them to give them money to compensate the expenses for their hospital bill on the account that the good person tried to harm the "victim" or he will be sent to prison and the good person can't do anything about it cause he doesn't have evidence that shows his innocence while the victim's words are more inclined to be believed by the police, especially if there are no other witnesses to vouch for the good guy. Such cases are rampant in China, making Chinese people self-centered.
This is why they say in an emergency, don't say "someone call 911!" They say point directly at a person and tell that specific person to do whatever it is you need. You're more likely to receive help if you place responsibility directly on a specific person (or people). Doesn't apply to the situation in the gif really, but felt worth mentioning
It may also be that they have no idea what she was trying to do,it takes a lot longer to decide on an appropriate action if you're unsure of the response. I'm amazed he reacted so quickly - and honestly probably because he's seen it before.
