Actually it's both. It is called Chip and Chap in other countries. Just like other fictional characters names change when in other countries.

You're absolutely right, they're called Chip & Chap in Danish, and German, in Norway they're called Snipp & Snapp, and in Sweden they're called Piff & Puff
