No but seriously. I'm pretty sure if you see a rat in Alberta it is mandatory that you report it. I don't even know how the frozen rats at pet stores would get there. Must be imported. I think the blanket news coverage might be exaggerated, however

The first brown rat did not reach Alberta until 1950, and in 1951, the province launched a rat-control program that included shooting, poisoning, and gassing rats, and bulldozing or burning down some rat-infested buildings. The effort was backed by legislation that required every person and every municipality to destroy and prevent the establishment of designated pests. If they failed, the provincial government could carry out the necessary measures and charge the costs to the landowner or municipality.[74]

I live in Alberta and this is pretty accurate. I've heard of people getting fined or even put in jail for having them.
