I think this is less a race thing and more about being thrifty. Many behaviors are common in people who don’t have a lot or have lived through hardship. Those who grew up in the Great Depression would commonly reuse things including containers, bags, even wrapping paper or cards as well as refilling bottles. People of all income may be frugal- for instance reusing store plastic bags as trash bin bags is fairly common- but many things are more often shared between people of lower income who who experienced lower incomes or were raised by those who had.
I had this discussion once with a coworker as they marveled about how even though our racial backgrounds were different, many things they thought were part of their culture were in fact just things that most poor people tend to do or eat, and we shared those things growing up.
I’ve been trying to find an alternative to plastic bags for kitty litter but I just can’t think of one. Litter is not very good for the environment because of the clay and apparently some litter is compostable but it’s super inconvenient
Especially since bags here in California are 10 cents each.
