Modesty means many things but one of them is to be unobtrusive, not one to clearly stand out in a crowd, not be one to attract attention. By that definition, women wearing dresses when every other woman is wearing trousers is NOT being modest. Now to get controversial, a woman in a Western country wearing a Burqa is NOT modest, because everyone stares at her; she is making an immodest declaration of her piety.
