a man who has this many shopping bags in the car isn't buying food just for himself... how about "get your fuckin' kids/mates to help carry the load?"

You assume too much. What if he’s out of many things? Garbage bags, toilet paper, paper towels, laundry detergent, toothpaste, razors/gel/aftershave, etc...plus all the food, maybe enough for two weeks, plus imperishables? Seems plausible to me.
