Neil... if we are testing a warp drive- I sure as sh*t don’t want to test it ON earth- given we don’t know what would happen and something going wrong could cause some big problems. I’d much rather we test it somewhere out in deep space- the kind of deep space like a permanent mars base would let us access. Speaking of- many current warp theories hold that if you warp within a VAST distance of a planet- the radiation and effects of said warp could kill everything on that planet. If this is true- we’d need long range high speed rockets anyway because....

Say you see a near earth planet and can warp to its star system in days or minutes even- unless you want to cook that planet and make it a dead rock- you’ll need to warp in quite a few AU away- and then travel the rest of the distance sub light using long range thruster power. So you may be able to cross lightyears in minutes- but the total trip could still take weeks or months or even years. So warp drive would be awesome and could help us not need to bother figuring out how to live on dead or hostile rocks in space by allowing us to reach “Goldilocks planets”- but we still likely need an off world base and long range sunlight travel ability before we can really use warp drive- or play with it safely.

I would say everything he's working on would be considered stepping stones to developing a warp drive
