Near my parent's village they found relevant to host the biggest Smurfs assembly on march 7th (3500 people). 5 days later the schools and universities were closed in France and 2 days after that everything that is "not essential" (aka everything except banks, food shops, and newspapers selling points). Some people need to sort out their priorities but won't.
Carnaval in the south of the Netherlands was mid Februari, so before most measures were taken, and yes, it has spread in that part of the country. Schools, sports clubs, music venues etc. are all closed.
