The beach was closed, he was asked to leave, and he refused. A closed park is a closed park, and when you're politely asked to leave, you leave. He was warned, he chose to paddle for another half hour until the police got there. This wasn't about social distancing, this was about trespassing. It sucks but they tried to handle the situation politely

Also as another asides- something that we should probably be more aware of as people- especially as world population booms, more people gain access to technology and “discretionary income,” and population centers increase in density while those seeking to escape these things create new population booms in previously sparsely populated areas....

If one person does it- it’s fine. If 5 do it... it’s probably ok. But we are all just one person. So if we all- or even some large percent of us decide to do something- all those “one persons” add up to Many and create problems- wether that’s waste or resource consumption or a contagion danger.

In other words- if one person sees that they can do things, or things are “better” because most people are self quarantined- why wouldn’t or couldn’t someone else.. and then another.. and another... Because how could we say it is ok for that ONE guy to be on the water and not for you or the next person? If you make it a “they got here first” rule- you create a “gold rush” of sorts where people flock to occupy prime formerly crowded spaces to be the person who gets to enjoy them right? And those flocks of people looking to carve out their private paradise are... flocks of people. The thing we are trying to avoid.

So even if it seems moronic to take a guy who is all alone and he is PERSONALLY safe from contagion- and place him into custody- it isn’t when you consider that logically- he risked his own Heath going out to start- but also the health of others and the potential risk of mass action he created. Much the same as the maligned Instagram photo people- who endanger themselves or others and destroy scenic or historic places by creating a rush because they took a picture somewhere. If just ONE person touched the Apollo capsule or the Mona Lisa- no harm done. But if one does it- others will- and those thousands and thousands of touches will destroy it. That’s why these things are usually out of reach or behind glass.
