Ok, the US government, back in the 1940s among other decades, secretly, and sometimes not so secretly, sterilized people for the sake of eugenics. The post is from 1940. People that were considered to be of sub-optimal intelligence were among those that were often sterilized. This knowledge is why several other people got my joke in the very first post.

But why did you say "ethnic" sterilizations?

Because a search of ethnic sterilizations would have brought you to the broader US programs, whereas intellect based sterilizations would likely have directed you to nazi programs
