1. Did they get elected?
2. Do they have a very good chance of being elected?
3. Do they have their own fortune or power base already?

So essentially if you tested positive for covid, recovered, then died from a heart attack they included covid on the death certificate
They may have updated this tho since mid July, not sure
It becomes tricky. On the one hand- there are certainly deaths in the UK, US, etc which should not be attributed to Covid and have been. On the other hand- if a lifelong pack a day smoker dies of a stroke- if a medical professional can’t make an evidence based determination to say: “this stroke was a result of this behavior or underlying condition...” we can’t really attribute a death to a cigarette unless you swallow one and choke or something.
AIDS is a perfect example. Very few people if any die from AIDS. But many people with AIDS die from conditions caused by the suppressed immune system or complications of AIDS. So while declaring an AIDS patient who died in a fiery jet ski crash as “cause of death: AIDS” isn’t accurate. But declaring a patient who died of Pneumonia they caught and couldn’t fight or was complicated by AIDS- that seems reasonable.
So it’s hard to say with statistics like this unless we want to go through and review every case (and have the expertise to do so) since the presence of one or even 100 wrongful causes of death out of 30,000+ is statistically not really significant. We can’t throw away all the valid data because we have some unknown percent of invalid data unless we have serious evidence for suspicion that a significant portion of the data is flawed.
I'm specifically referring to the fact that PHE had (maybe still have, I'm not sure) no cut-off time after a positive covid-19 test
Meaning if you caught it, it was going on your death certificate as at least a cause of death
Even if you got run over by a car and killed
