Remove the presidential office, abolish the house and the senate, and combine it into a government proportional to party votes. Basically make it New Zealand. They seem to have things alright there.
I feel like, if we just said that any time the military was deployed on an active combat mission, or anytime the government was at a state of war- that pay for Capitol politicians as well as senior military officials; and all benefits including time served and retirement and all accruals were suspended- and each who supported such action will be fined $100 a day for the first 6 months of engagement, $200 after until the first year, $500 after a year, and $1,000 after 2 years... with the total time being billed at the highest tier reached... the situation might sort itself out.
We could include a provision that allowed the US population a special vote, and if the population by majority agrees we should deploy, penalties except pay suspension are waived- with a vote to be held every six months after to asses continued support.
Something like that. Just spit balling. But one things for sure- if you made it cost these guys more to go to war than they profit- no more worrying about corporate wars. Make it hurt THEM and not just soldiers on the field and civilians- so that they are reluctant to use force unless they truly believe it necessary, and are willing to put the good of the nation ahead of their own good.
Or I'd cut the military budget and increase school budget.
