When my Dad was just a tiny toddler he had Croup. My grandmother would bundle him up and place him on the covered porch at night. It helped his cough to feel the cold night air.
Their is a chance this is what they are doing for these babies. It was around this time my Dad was a baby.
The cold air reduces the swelling letting them breath easier and letting them sleep because the illness makes them constantly cough which keeps them up.
Now we have better drugs to help babies not have to suffer through it.
