I don't speak mandarin (or whichever dialect this is from), but most translation websites suggest this character means "awful/cruel/miserable/severe"

It also makes appearances (combined with other characters) in some phrases that are said to mean:

So as near as I can tell the guy was more or less writing misery in his own blood until he died
