Pétain was president and decided that collaborating was the best move. So the official government was into helping Hitler. (Which is why we got Resistance after a while, the official army was pro-Nazi Germany) A police called the Milice helped the Gestapo. Thus, a lot of people fled to the South and the countryside, that were much less under the influence of this regime.
I'll add 2 things; Vichy regime had a crazy propaganda program, that's almost ridiculous in retrospect; Because of his decision to collaborate, a popular song nicknamed the guys under Pétain's orders "fils de Pétain", which sounds like "fils de putain", aka "son of a bitch".
