The condition the product is in at the time of receiving it IS part of the product. The product reviews section isn’t there to be gatekept such that only pristine perfect examples of the product are allowed to be reviewed, it’s there to give you an idea of what item you’ll actually receive is like so you know if you want to purchase it and being damaged on arrival is important information when deciding if you’ll buy it or not.
If you want to have some weird quirky principle about reviewing a product as it’s meant to exist that’s your jazz but it’s entirely on you to ignore a bunch of reviews saying it arrives damaged and any complaints about such after such ignoring is entirely your own fault.
It depends. If you think a product review should also cover the seller and the service you received from them, then yes, it's valid to include shipping damage in the review. I personally wouldn't review a damaged item until I've received a replacement. Usually the damage is from shipping, and not directly related to either the seller or the item. Leave the shipping co a bad review instead.
