You either get government regulated a hero, or you get fed up enough to become the villain

Then has something taken from them that they love causing them to corrupt to where the villain was before, making the old villain the new hero and the old hero the new villain

The movie could start with a vilain (female) destroying cities, killing people. The hero is on his way to stop her. Then, the face-off happens, the conversation happens and they realise that they could dominate the universe together. But the hero's heart is starting to turn dark. The vilain realizes that he is becoming worse than she ever was. The atrocities which he committed are unimaginable. What happened? Weren't they the yin and the yang of each other? Was that duality lost?
Then, came the hurricane in Washington....
