Dude, it's the second year and no one WORLDWIDE addressed about what would happen to the homeless during the pandemic. They plan to reduce homeless people alright, by fucking letting them die.

This is fucked up. That's basically saying their life are meaningless if they don't have assets and wealth. I wish that a young mind would change the world's mentality.
It's called hostile architecture and it's probably more expensive than to solve homelessness which makes it one of the dickiest dick moves that ever moved a dick.
Basically, when lockdown first hit places that were previously government run such as libraries and stadiums were turned into shelters for the homeless. Others were turned into emergency hospitals
Someone PLEASE provide sauce on this... 'cause to me this looks like an engineered design energy dissipator to reduce channel velocity from heavy storm water runoff... like, oh, I don't know ... after a major tropical storm. O_o
@purplepumpkin thank you. Now let me think... hmm. Easiest solution is to wheelbarrow in sand, mix 2 lbs per 1 cubic foot of Portland cement and just dump over the stones. It will set hard in a few days if you wet the sand from atop and be almost impossible to remove because of the stones concreted in place. End result will be a place where tent stakes and posts can be set with ease.
Much easier than destroying all the stones by hand, if you spread 4 inches of pea gravel first, it'll drain rain water underneath, turning area perfect for refuge to homeless.
