The entire thing about having Free Speech is that you can say things without the government or any agencies or affiliates of the government censoring, blocking, or punishing your speech.

For reference this is really about the UN's International Convention on the Elimination of All Forms of Racial Discrimination under article 14, adopted in 1965.
Long story short .. after WWII everyone was asking how good old Jew hatred could lead to such atrocities. As a result of several years of international expert debate it was decided to ban hate speech because hate speech spreads the idea that it's okay to discriminate against minorities.
It's all about context. You can say "faggot" and "Jews" all day long but if you say "all <insert minority here> should die" publicly then you're expressing hatred towards a minority.
This limits free speech to people who thinks this sort of thing is okay. But they're arseholes and it should be limited. Some would argue that this is a slippery slope that leads to censorship but considering it takes over fifty years and an international assembly for the betterment of the human race to accomplish it's hardly a tool of the oppressor.
