There's a few issues with the "condom on forearm" argument.
1) Forearm has bones and more sturdy "meat". If you have that much pressure on your penis, you're likely to come across issues. - Solution: Get properly sized condoms. They come in larger sizes for a reason.
Just don't pull the "oops it slipped off, guess I can't use one" thing by intentionally getting an oversized condom because you don't like them.
2) Overtaxing the latex is a good way to weaken and tear the condom. If it's undersized, there's greater risk of a containment breach. Which can lead to STI spread or unwanted pregnancy.
