I assume he means something like: free thinkers don't follow THE rules but they do follow their own. But they follow societies rules regardless. I'm not a sheep but I do everything a sheep does. The attempted meme falls apart because like no one has ever drove through a red light at some ungodly hour when there is literally no traffic.

Its kinda interesting the more you think about it though. The city can post speed limits and force you to pay heavy fines for it. But if the highway is packed with people driving 80 while you are trying to stick to the posted speed limit of 55 you might get in trouble for disrupting the flow of traffic. So when in Rome do as the Romans do. The law is more like guidelines than actual rules.
