Depends on whose decision it was that it’s there, if its private companies acting in an altruistic way rather than the government spending tax money on helping people then that’s very much so not socialism. I assume by the fact it’s a a trash can in public it’s likely government property rather than company property but there are notable cases of private companies doing the city governments job for them because it never getting done hurts profits more than just doing it yourself.
It could also be that the company that made them added that as a feature on their own and the government bought the cheapest acceptable option and it happened to be one with those things.
