It's difficult to ascertain if actual crack pipes will be handed out. What is certain is that more than 20 million dollars will be used to provide supplies including "safer smoking kits" to "underprivileged people"
But of course. Enabling and funding addiction to illicit substances is infrastructure.

They tried safe injection sites in Canada.

Ask the surrounding businesses how well that went for them.

And @famous poor people are just as valid as white people. Doubly so if they're dependant on drugs... apparently
you don't even need a pipe to smoke crack, there are other ways. And the crack is worth more than a cheap pipe, easily. You can buy a crack pipe at a gas station one county over from me for $15. I used to have to go over there for liquor, as for awhile this county could only sell wine and beer. Thank god that changed, I save like $20 a month on gas.
A dealer around me, so the story goes.. A desler was putting out some heron and the addict asked him/needed a needle. The DLR went down to his car, grabbed a needle and walking back in he stuck the needle into a dead raccoon in the yard. Than passed it on to the guy.
Clean needles help addicts.
Sort like when state emergencies are declared and everything is closed.. not the liquor stores.
All addictions are hurtful and need help to bring them back into society.. oops there I go again throwing out opinions again.
You don't help addicts by enabling them to buy and use illicitly.
Nevermind that the US government is actively breaking it's own laws and forcing the American people to finance and encourage criminal activity.
The breaking it's own laws is a good point, but hasn't it? They freakin started the crack epidemic just to have something to "fix"... by locking crack users up; which was aimed at black people. So beyond fucked up.
