I would contend that if we don’t take things literally- that a bullet lacks intelligence- but follow the intended meaning- the use and invention or improvisation of things like armor or cover sufficient to the caliber would qualify as “outsmarting a bullet.”
Where a shot is fired to kill- we could also argue life saving medical intervention is the application of superior intelligence to thwart the “intent” of the bullet.
I’m not nit picking- it makes it funnier to me because the character in the meme is saying they aren’t the smartest person- and then proceeds to make a statement that kinda shows that and a sort of thoughtlessness of a person who believes force is the primary functional tool.
