Many people are just not as willing to spend the money for a pet that they would for a human. So while big pharma can charge 800% (just and example, not a fact) over cost of production for human medicine they can only get 200% (also just an example) for pet. They still make money both ways and they're not just not going to sell simply because they don't make as much.
