New York was already running out of money that the federal government wasn't planning on bailing them out of for various reasons where the responsibility of the state budget falls on New York, and California isn't looking too well, far before the virus was a blip on the radar. Hell, New York City's wealthier population is up and leaving and plenty of folks were already doing that in California for a multitude of reason. Political aligned views not being heard or compromised with, taxes, policy of how to deal with various recurring problems, powerline brush not being cleared resulting in predictable wildfires when the wind whips up, homeless tent cities not being cleaned up, and by cleaned up I don't mean removed, I mean cleaning up trash and residue, poor business policy. a cost of living that most people can't achieve in the city
