Yeah. That's how it was for me and my family. We went to give food to the homeless once and were warned that it was against the law unless we could prove we had food safety licenses and stuff.
Although it's stupid that laws were passed against this but, "The new rules impose strict limits on outdoor feeding sites that charities set up on public property." Therefore they can continue to do so on private property. They were doing this in a park. Also, the individuals weren't arrested they were given fines.
Legal to buy a gun and shoot around, illegal to help homeless.

Weird how they say it "encourages" homelessnes.. like people choose to live without a roof above the head and without food just to get fed every now and then.
