Problem is that in the US there was a SCOTUS ruling they the police are there to protect and serve the law, not the citizens.

In the US, shouldn't the citizens be the law? Of the people, for the people, by the people? Admittedly, this isn't in the Constitution or even the Declaration (it's Gettysburg) but it's still an important historical document that shows the mentality of what a country should be.

I won a debate in high school by quoting that and saying it was from the constitution. Everyone took my word for it while my history teacher just sat there shaking his head.

Yes that is correct to some extent. The FBI is a matter of jurisdiction. The FBI takes cases were a federal law has been broken or the offender crosses state lines. Example: serial killers, some will cross state lines thus leaving the maximum jurisdiction of the state, leaving the case to the FBI. But thats just one thing they do
