This is just flat out not true. Animal cruelty laws vary from state to state and more than likely always will. Someone threw this picture together with no facts to support it. For example, in my state of Tennessee, animal cruelty is considered a Class A misdemeanor. That's it. Yet, a dog killing a child isn't even a misdemeanor. In some states the dog owner is even protected from civil suits. Yeah, more animal rights is what we needed.
Not true. Dog owners... let me rephrase that, irresponsible dog owners have been tried, convicted and jailed for murder because thier dog(s) killed someone.
