Um, yeah. The U.S. NEVER did this (officially) but there was indeed a movement to control who was allowed to reproduce. It was called eugenics and Hitler got his ideas from us! Fun fact: the eugenics movement was led by a woman named Margaret Sanger, who also founded Planned Parenthood. What are they known for? Abortions. Where are most clinics located? Inner-city neighborhoods. Who are most of their abortion clients? Blacks. We are still practicing eugenics.
That's not it. Though, I vaguely remember some shady scientific testing and medical trials that went on a long while back. Had nothing to do with planned parenthood, but it was some deep shit.
Yep. Sanger and her cronies were not the only ones buying into eugenics, especially where the insane and physically handicapped were concerned. A lot of dark shit went on in labs, asylums, orphanages, and even army bases that would make Josef Mengele proud.
It was more prominent in certain states, but the U.S. as a whole DID PARTAKE in this.

Read the book "The Black Stork" the US definitely did try to control breeding by allowing mentally disabled or unhealthy babies to die in the hospital with no treatment. In addition they forcefully sterilized multiple disabled persons
Having a high IQ really does not mean you are intelligent, despite it being an intelligence test. I know plenty of people with high IQs that have the problem solving and higher-level comprehension capabilities comparable to below-average IQ scorers. It certainly does not mean you are qualified to be president. Mainly it is just bragging rights. Also, there is no way of knowing how his selective breeding proposition would have altered his IQ, or even if he would have been born at all.
It's very likely the kid is lying about his is and in any case he's an asshole, plus the average iq is 100 so it wouldn't fix the overpopulation problem, also there is no benefit to learning the digits of pi except maybe testing the limits of your memory and people already memorize way more than the first 1000 digits furthermore you have to be 35 to run for president so no you couldn't run for president you little shit.
Problem is the people with college educations and proper upbringing are waiting until later or not having kids at all, while the toothless class is popping 'em like rabbits. Not sure about IQ but it would sure cut the hell out of what we spend on welfare.
Even though in some cases it may seem like culture and race is tied into intelligence, there is an important factor to consider. Socioeconomic status. Minorities tend to be poorer, which means they can't afford higher education and may have to live in areas that give poorer education, not to mention if the home environment being unstable with less money. It's not the traits or genetics being passed down. It's the poverty.
Not to split hairs but he's referring to eugenics, which focuses more on who is allowed to reproduce and with whom, and less on mass murder. But hell, we're overpopulated anyway right?
