As an archer, it may interest you to know that if you want, you can get the same bow used in the Hunger Games. Not some BS etsy prop replica nonsense, but the real thing and functional.
As I mention above, it's a Hoyt Buffalo, the color scheme is silver riser and blackout limbs.
Fun fact: Apparently Hawkeye also used a Hoyt Buffalo.
No... Longbows are about as tall as a short man when strung, sometimes even taller. The arrows are also longer and the pull on something like that is usually enormous so even if it was a longbow, someone as scrawny as (I assume that's) Legolas wouldn't be able to pull it.
It would more likely be magical mystical elvish crafting skills that would allow them to create longbows that even a child could draw, or something like that.
I do think however that it would probably be a bit of both. A throw away shot in The Fellowship of the Ring when they are trying to navigate the pass over Caradhras; you see Legolas walking get atop the snow, while the rest of the fellowship is wading through it... even Gandalf.
This illustrates the inherent magical abilities of the elves. They don't cast spells for it... they just can.
