That would require them to not teach abstinence only. After all, you dont need to know how to be a parent if you arent having sex...my god, the crisis actually wanting to know things causes...
I think we really should have both sex ed and abstinence education. Basically teach that abstinence is the only for sure prevention against pregnancy and STDs, but if you're going to have sex, here are other ways to prevent STDs and pregnancy.
And I think we should have parenting classes available because teen pregnancy is basically inevitable. There is always going to be the few girls that get knocked up in high school.
Along with adulting classes where we learn about taxes, getting a job, money management, taking out a mortgage, etc.
This all needs to be taught in high school because parents today aren't teaching their kids these things and some kids don't have anyone to teach them these things.

The school I went to was very Christian even though it was a public school, and all they taught kids was abstinence. Yall go ahead and guess how that went for them
Abstinence is already a part of true sex education. The problem is too many people dont want true sex education and only want abstinence education and that solves nothing. It actually makes the situation worse with higher instances of pregnancy and stds because kids will have sex anyway and not know any preventative measures...but people are stupid and will continue to be stupid.
I basically had true sex education but they called it abstinence. The main focus was about how abstinence is the only way to completely prevent pregnancy and STD's, but there was also some discussion about other forms of contraception and birth control and how effective they are.
I took it in high school called Child Development class. Every time I hear people grip about how school never teaches anything we truly need I laugh because it is always in a class I took or was at least at my school. I mean the only thing they didn't teach was taxes but you can take that in college. AND I went to public school
Thats kind of the point though. Its not taught to everyone, if the school doesn't have proper funding (or even unacknowledged corruption and the proper funding being funneled into someones pocket) then classes are cut. So poor areas, lose out. Also areas of a high religous sector are cutting education in areas that conflict with their views. We're seeing more places cut important classes in education, and overpopulation combined with poor parental choices is a very real problem that could (should) be adressed in class.
Referring to your title, that's a thing, it's called Eugenics. Pretty close to what Hitler was trying to do, but here's the thing: Eugenics could work if there was no racial or gender consideration in the license requirement. Then you only get parents who can A) support the child financially, B) will populate the gene pool for future generations with healthy, intelligent genes, C) long term, evolution could create a race of what we might consider to be superhumans.
But race and gender will never be a non-factor.
Not to mention the red tape, infringement of rights, and inevitable politicking would cause many more problems.
And what do you do when people fuck anyways?.
No, we're better off staying as far away from that as practical.
I actually took the title to mean, like driving, you aren't legally allowed to unless you have the appropriate knowledge to do so. So like...taking a class and learning how to be a parent and being able to pass a basic knowledge test of parental skills. Which is something I could theoretically get behind.
Of course, anyone who cares about being a parent is going to research parenthood in any case, and the ones that don't give a shit are also the ones that wouldn't give two cents about getting said license in the first place.
My school (a private girls school that prides itself on teaching empowerment to young girls) never actually taught my year level about sex. It was all about how our bodies are temples and that boys are gross, all the way until year 12.

My school did this. We have a three year program for those who wish to take it (I did). Year one is book work, and a trial run with first an egg, then a flour sack, and finally a robotic baby (aka Satan). The next two years are the next step. You are given a "job" as a daycare attendant in the school's legitimate daycare (there are children from the student body and from the faculty) and you have to take care of your "child." It's a good experience. I was vomited on multiple times, even got it in my mouth at one point
That's the way it should be but unfortunately parents aren't doing that and then my generation grows up not knowing how be an adult or a parent. And not everyone has a proper parent or guardian to teach them these things. I think mine and future generations would benefit more if the school taught kids and teenagers these things to better prepare them.
