The thing is, people have accidentally killed a single baby, quite a few actually, but it takes a pretty fucked up individual to willfully murder 100 puppies.

The baby has bad odds it's most likely to be useless or a criminal i this day and age so might as well kill it at least the dogs will eventually become something whether it's merely a companion or a service dog.. the dogs could serve many people while the baby only serves your inflated ego of being "morally correct" people are animals get over it
