His name is Fred Rogers and he was a television personality. :) There was a show called Mr Roger's Neighbourhood, which was a children's show.

Yes. In honor of him, they made another television series, called Daniel Tiger. It is cute.

He was so well loved that once his car was stolen, and when the thieves realized who's car they had taken they returned the next day with an apology note.

Oh, my, yes. Look up the history of Mr. Rogers, he's a-maz-ing. And if you grew up in the right era, in the US, you probably can hear the theme song in your head right now.
