I would say legalize weed but have strict laws about who can buy it and how much you can buy at once. Like smoking or alcohol

The problem there is that it's too easy to grow your own or get it on the black market. You can't regulate it.
Tobacco takes too much space to grow and too long to process; very few people grow their own.
Alcohol takes too long to brew, even longer to bottle, and getting the recipe right is rather difficult; very few people brew their own (I'm one).
Weed is pretty easy.

Alcohol doesn't create moods or change personalities.
Alcohol only lowers inhibitions and amplifies who a person really is. If someone is a happy, goofy drunk it's because they really are a happy, goofy person. If someone is an asshole drunk it's because...
