I think it's weird for there to be an age limit. I give out candy every year, and when I offer a candy bar to the parent or older sibling who's taking the child out they always look guilty when they say yes. It's free candy! I'm giving it out! Do you want a Reese's? Have a Reese's, I'm not checking ID here.
Maybe, if it's either going trick or treating, or going to a party with a bunch of half-naked girls in degrading costumes at 14, than maybe, just maybe, you're the one at fault here.
Eh, last year I was dressed as Sans the Skeleton, and I handed out candy at my neighbor's, because supposedly, my cousin was gonna come and pick me up to go trick-or-treating, but she couldn't that year. After a bit, I just went home. Didn't actually go out and trick-or-treating, but I got to take some candy from my neighbor's, and my dad still had a bunch left at the end of the night.
I wish this would get to everybody who gives out candy. I have a 12, 14 and 16 year old and they still love trick or treating. Heck...I still love trick or treating and I'm 52.
