It's because that's the only way Cinemas make any usable amount of money, As almost all the profits from film tickets go to the distributer.

It's still over priced though. The cost for the cinema for each large popcorn is about 25 cents. So, they make a ludicrous profit on each popcorn they sell.

Just went to the water park, jewbergs that own it have the audacity to charge $12 for a small locker rental. Still 0.50 cents at the local pool.
