Legislators and other such people in the administration. Though, you could easily google or reason it out yourself. It's rare that a meeting that decides laws could be attended by just anyone.
The fact that there aren't enough women elected to those positions is already a problem, especially if they're not gonna even bother consulting any women for something like this.
Who says they don't consult women?
Anyways, the problem will go away as more and more women go into politics and law, it's not like they are being deliberately excluded.

I'd mention a glass ceiling, but I know I'd never get you to agree with me on that. Moreover, consulting is still different from having them in the room for the discussion itself, and whether they consulted a woman or not would still not be enough. It's like "no taxation without representation". It would be unfair if they were unequally represented for the passing of a law that would almost exclusively affect them.
My argument is that the exclusion isn't purposeful or systematic. I'm in full agreement that they should have some people in the room who actually know what it's like to be a woman.
Maybe they should drop the trans feminist gender studies and pick up a serious career? Most girls I know bitch about wage equality all day long but I don’t see any of them driving trucks or slinging winch on the rigs..

I helped with tree removals and chipping today. We used the winch to drag the heavier sections over to the chipper.
I worked the family construction job from age 10 to 17 where I joined the army to be a light wheeled mechanic. I’m the one who does the home repairs. And I’m also one one with a uterus and vagina, I should have a woman to represent my needs and wants, not a male who thinks they know everything.
This was last March.
There were women present.
The women were in the back, which I guess is worse than not actually being present.
You forgot to point out that these aren't simple men, they're WHITE MEN, the worst of all men.
