As back ground- vantablack is not a paint but a coating. It's nano structures which trap light making it "the blackest black" hence the need for special application. It's not simply a shade or optical illusion. It literally traps light inside it- swallows light. It is very expensive, and right now they can't produce quantities larger than a few centimeters at a time. The material is intended for scientific optics like telescopes and optic sensors, and for possible military use. Because of its uses and properties there is complication in its import/export and sale. The manufacturer is not interested in working with artists or with small scale mass orders and due to limited quantities is focused on forming uses and generating profit to offset development. Kapoor was chosen because of his qualifications and ability to collaborate with the manufacturer in developing the material. I'm not saying it's all right, but it is more complex than "mean man wants all the black to himself."
